The fountain was sponsored by the Elberton Elbert County Bicentennial Committee and donated by the member firms of the Elberton Granite Association. The fountain commemorates the national Bicentennial, and the thirteen panels on the basin correspond to the number of Colonial states. The eagle was sculpted by
Dario
Rossi, and the fountain designed by Ben G. Smith. Suttles Construction Company was the general contractor. Russell Johnson drafted the lettering on the granite. IAS files contain a full transcription of names on one of the benches. IAS files contain a related article from the Elberton Graniteer (Winter 1976), cover, pg. 3, discussing the dedication.
