    Description: 
    Central figure of an elderly man representing the Recorder of the Archives is seated on a throne that rests on two reclining rams. The Recorder is flanked by two male figures carrying the Constitution and the Declaration of Independence. Additional figures on either side are shown acquiring and contributing records and documents. At each end of the pediment are groups of dogs that symbolize guardianship.
