Inscription:  (Behind seated figure's head:) THE STATE OF ILLINOIS Description:  Figure of Justice seated and Power standing behind her. Justice loosely holds scales with her proper left arm. The scales hang down on either side of the figure by her legs. Power rests her proper right arm on the back of the chair and her proper left hand grasps an oversized sword.
