    Senator Harry Flood Byrd, Sr., stands wearing a double-breasted suit and necktie. In his proper left hand he holds a copy of the 1957 U.S. budget. The sculpture is mounted upon a wide, rectangular base with an inscription on the front.

    Remarks: 
    The statue commemorates Harry Flood Byrd, who served in the Virginia State Senate from 1916-1926; as Governor of Virginia until 1930; and in the U.S. Senate from 1933 to 1965. As a U.S. senator, he was chairman of the Senate Finance Committee. He died on October 20, 1966.
    The General Assembly of Virginia authorized the memorial on March 9, 1974. The memorial cost $75,000 and was funded through private contributions. It was installed on June 10, 1976, the anniversary of Byrd's birthday. The sculpture was cast in three different foundries, including the Mengel Art Foundry.
    IAS files contain a transcript of a plaque set 14 feet south of sculpture, which details career of Byrd. IAS files contain the following related articles: Richmond Times-Dispatch, June 11, 1976, June 12, 1976; Richmond News Leader, May 4, 1976, pg. 10, and June 11, 1976. IAS files also contain a City of Richmond Sculpture Survey, 1986.
