Commissioned by the Soldiers and Sailors Monument Association of Corning for $4,000. The foundation was laid by the City Board of Public Works. Funds were raised through public subscription by the W. W. Hayt Post and Women's Relief Corps and the J. B. Rathbun Post. The monument was first initiated in the late 1860s. A committee was formed in 1895, but delayed their activities to avoid competing with the Corning Hospital for donations. IAS files contain a related article from the Corning Democrat, May 30, 1911.
