    Description: 
    Sculpture consists of a relief plaque set into the angled face of a boulder. Plaque includes low relief of three figures in an oval area, a sailor, an infantry soldier and a goddess of victory hovering in the center. She holds a sword, pointed downward, and an upraised torch in her proper right hand. An eagle appears in each corner of the plaque.
