    Description: 
    A male police officer wearing a Richmond City Police uniform, including a hat, walks down the steps carrying a little girl in his proper left arm. His uniform is outfitted with a mace gun and a baton at his proper left side of his waist, and a gun and an ammunition pockets on his proper right side. The little girl has lost one shoe and holds a teddy bear in her proper right hand.
