Description:
Seven bas-relief panels depicting allegorical figures are located at about the sixth floor level on the north, east, and west facades of the courthouse. There are five panels on the north (front) facade: three long panels alternating with two short ones. The central panel of the north facade depicts the figure of Contentment with other figures bearing palms signifying peace. The east panel of the north facade shows the laws of Moses broken and the quarrels resulting. The figure of Wisdom advises that contentment and peace be attained by going through law. The west panel of the north facade shows the figure of Avarice with the larger portion of the loaf, and the figure of Injustice with scales dragging, proportioning the loaf unfairly. The figure of Mercy intervenes and suggests the people go through justice to attain contentment and peace. The panel on the west facade shows pastoral scenes leading to the central figure of the Spirit of Plenty attained through perseverance. The panel on the east facade depicts Industry and Attainment. The south end of the panel shows electricity and steam power, measured in horse power and controlled by man. The central portion of the panel depicts the Spirit of Industry receiving the products created by man through power and industry.
