Henderson, Congressman and Speaker of the House of Representatives, stands wearing a knee-length coat and trousers, with a gavel in his raised proper right hand and a crutch supporting his proper left arm. He has short hair and a moustache. The figure is mounted upon an inscribed, multitiered, stepped base.
