    Description: 
    Figurative grouping consists of four men, two women and a saw horse, seen in flat silhouettes. The figures are engaged in Highway Department work activities and all wear hard hats and work clothes. Five of the figures and the saw horse comprise the central group. One of the male figures holds a stop sign. Another is digging with his proper right foot pushing the shovel downward. An engineer holds unfurled blueprints in both hands and wears a necktie. The remaining male figure wears a coat with an upturned collar and holds a book-like object in his proper right hand. The two female figures are surveying. One of the female figures has braided hair and is operating a surveying device. She stands in the central grouping. The other female figure stands across the plaza and is holding a surveyor's rod. The sculpture is installed on a brick plaza.
