The rectangular tomb consists of six curving architectural elements that support a capstone carved in relief with an image of L'Enfant's plan for the layout of Washington, D.C.

The memorial was a gift of the American Institute of Architects. After disinterment from a former grave in Maryland, L'Enfant's remains lay in state at the Capitol rotunda. L'Enfant was given a military funeral at Arlington National Cemetery on April 20, 1909, a the memorial was dedicated May 3, 1911.
