    Description: 
    A bust-length relief portrait of Colonel William W. Witherspoon in military uniform, wearing a mustache and beard. The portrait is above an inscription, and the relief plaque is surrounded by a decorative border that separates the inscription from the portrait. The bust is mounted on the upper section of a two-sectioned base, set on a foundation.
