Rough cut megalith of granite installed in a 60 foot diameter plaza of slate. Four rectangular inscription plaques are embedded in the floor of the plaza around the megalith.

Inscription on south side plaza plaque reads: I BELIEVE THAT EVERY BOY/AND GIRL IN THIS GREAT LAND/HAS A RIGHT TO ALL THE EDUCATION/HE OR SHE CAN USE, I INTEND TO/WORK TO MAKE THIS RIGHT A REALITY/LYNDON BAINES JOHNSON, OCTOBER 6, 1964.
