    Description: 
    Standing figure of a woman dressed in a flowing classical gown which exposes her left breast. She raises her proper right hand and points to the sky. Her proper left hand rests on an anchor by her side. The figure sits atop a tall base adorned with scrolls, flowers, and a cherub's face resting on a pair of angel wings. A square base is at the bottom.

    Remarks: 
    Samuel P. Carter (1819-1891) is distinguished for holding the highest appointments in both the Army and the Navy. He joined the Navy in 1850 and fought in the Mexican War. During the Civil War he served simultaneously as a lieutenant commander in the Navy and a brevet major general in the Army. He commanded the cavalry division in the Army and the gunboat Monocacy in the Navy. Later he served as commandant of the U.S. Naval Academy at Annapolis (1869-1872). He became a rear admiral in 1882.
