    Description: 
    One of two allegorical figures, one representing the past and the other the future, which flank the entrance to the building. On the right of the entrance, Past is symbolized by a seated male dressed in long robes which are draped around the back of his chair. He is an older man depicted with balding head, long sideburns, and a moustache. His proper right arm rests up on the back of the chair and he holds a scroll in his hand. His proper left arm rests across his lap and he holds a large closed book in his left hand. He wears sandals. The base is adorned with shields and other military and government symbols carved in relief.
