These figures were installed when the Clinton County Courthouse was built in 1882. The architect of the Courthouse was George W. Bunting. Shotguns have been fired at the figures many times in attempts to kill pigeons, and the damage inflicted has been repaired with putty. Photograph on file with IAS shows only one of the figures of Progress.
