Two identical figures of Justice portrayed as full-length, standing women draped in classical robes and holding swords in their proper right hands. Their proper left hands are extended and once held scales. The figures of Justice stand above the west and east entrances of the Clinton County Courthouse. At the four corners of the roof are figures of Progress, depicted as kneeling women garbed in classical robes, each with one hand held to her breast and the other hand holding a large cog wheel at her side. The figures of Progress on the northeast and southwest corners are identical, and are the mirror images of those on the northwest and southeast corners.

Remarks:
These figures were installed when the Clinton County Courthouse was built in 1882. The architect of the Courthouse was George W. Bunting. Shotguns have been fired at the figures many times in attempts to kill pigeons, and the damage inflicted has been repaired with putty. Photograph on file with IAS shows only one of the figures of Progress.
