    Description: 
    Relief panel depicting five Neoclassical figures with an inscription in Latin meaning "BY LAW AND ORDER ALL IS ACCOMPLISHED" running across the top. The central nude male figure symbolizing Opportunity rests his hands on one of the Doric columns that flank him. The columns represent Uprightness and Faith in the Future. The laurel tree and oak tree that grow behind the columns symbolize Military and Civil Valor. Opportunity is flanked by two female figures representing Peace and Prosperity. Two nude male figures stand at each end symbolizing Law and Order. Law, on the left, holds a sword and parchment. Order, on the right, holds a staff around which the snake of Wisdom is coiled.
