Three full-length figures of soldiers stand atop a tiered granite base. In the center, on the highest level of the base, is a full-length portrait of Henry M. Nevins. He wears a Civil War uniform including long coat and hat. In his hands he holds an American flag which is draped over a flagpole. On his proper right, on a lower pedestal, is a figure of an unknown Spanish-American War soldier. He is dressed in uniform and holds a rifle in his proper right hand. The butt of the gun rests on the ground. His proper left hand is held up towards the center figure, palm cupped. The third figure stands on a pedestal on the proper left at the same height as the Spanish-American War figure. The third figure is a portrait of Major Peter P. Rafferty. He wears a World War I uniform and holds the barrel of a rifle in his proper left hand. The butt of the gun rests on the ground by his feet. His proper right arm is raised towards the center figure; the palm of his proper right hand is cupped. Three bronze plaques on the front face of the base have bas-relief eagles at the top of each plaque. The faces of the granite base are rough-hewn.

The memorial was a gift to the city from the Red Bank Volunteer Fire Department. Nevius and Rafferty, the two men portrayed on the memorial, were Red Bank veterans.
