'Neill on horseback and dressed in a First Volunteer Cavalry uniform with a broad-brimmed hat, gun belt, sword scabbard, saddle bags, bed roll, boots. and wide cuffed gloves. He is shown reining in his horse while looking over to his proper left as he pulls back on the horse's left rein. His right hand reaches for his holstered gun. The horse comes to an abrupt halt, its head angled up and its mouth open. The sculpture is installed atop a granite boulder adorned on the back with a bronze relief plaque depicting President Theodore Roosevelt on horseback and soldiers on foot at the battle of San Juan Hill.

'Neill and other Arizona Rough Riders killed in the Spanish-American War. At his death,

'Neill was captain of Troop A of the first Volunteer Cavalry Regiment, also known as Roosevelt's Rough Riders.

'Neill, a Prescott businessman, governor, and civic leader, was killed in Cuba by a Spanish bullet on July 1, 1898 before the Rough Rider's successful assaults on Kettle Hill and San Juan Heights. The campaign to create a memorial to

'Neill began soon after his death. Local businessmen launched a fund-raising campaign, "

'Neill" cigars were sold by a Prescott cigar maker, school children donated pennies, and in 1905 a legislative appropriation of $10,000 brought the project to fruition as a
monument
